EU ETS Reforms Put Emissions Measurement Firmly In Focus

The European Commission has proposed a targeted revision of the EU Emissions Trading System (EU ETS), designed to strengthen European industrial competitiveness while supporting delivery of the EU’s 2040 climate target. The proposals reinforce the EU ETS as a key mechanism for encouraging investment in industrial decarbonisation. Additional financial support is expected through initiatives including a new Industrial Decarbonisation Bank, an **Investment Booster**, and continued funding through the Innovation Fund and Modernisation Fund.

For industrial operators, the direction of travel is clear: emissions performance will play an increasingly important role in both regulatory compliance and investment decisions.

The proposed reforms aim to modernise the carbon market and provide stronger incentives for companies to invest in lower-carbon technologies within Europe. They also include changes to free allocation and the Carbon Border Adjustment Mechanism (CBAM), alongside strengthened provisions for aviation and maritime transport.

Of particular relevance to the emissions monitoring sector is the proposed gradual extension of emissions trading to municipal waste incineration. As additional installations and sectors come within the scope of carbon pricing, accurate and dependable measurement of emissions becomes increasingly important.
